I have the honour to recommend that on the

conclusion of war the re-appointment of Dr. E. A. Voretzsch as German Consul at Hongkong should not be accepted by His Majesty's Government.

am able to point definitely to my Confident- -ial Despatch of the 3rd. of November, 1915, and to the enclosed copy of a letter from the Colonial Secretary at Singapore concern- -ing an attempt by Dr. Voretzsch to evade the Censorship in the Straits Settlements, as reasons for my recommendation. In addition the reputation Dr. Voretzsch has earned for intrigue would alone be sufficient to render him unacceptable to the Goverment of this Colony.
